Tulcán is the second town of Carchi to be declared a development pole, after the Montúfar canton that was formalized as a productive multisectoral development pole on January 26.

This new productive pole, the first on the northern border, has 200 hectares and is located five kilometers from the Rumichaca International Bridge and two kilometers from the Carchi electric repowering plant, Torres said.
